This time, it is about a better understanding the issues linked to creativity and territorial innovation through digital technology.<\/p>\n<p>In the continuity of the previous editions of<i> HyperUrban<\/i>, this sixth conference on Information and Communication Technologies in Urban Environments, subtitled \u201cArt and post-digital city, questions the territorial changes by digital technologies, always according to a multi or inter\/disciplinary perspective. This time, it is about a better understanding the issues linked to creativity and territorial innovation through digital technology.<\/p>\n<p><i>HyperUrban<\/i> is aimed at all actors who think about the city, whether they be artists, researchers or professionals. In the program, Philippe Franck, art historian, director of Transcultures (Be) and European Pepini\u00e8res of Creation (Fr) will speak on the subject of sound arts transforming the urban space.<\/p>\n<p>[\/et_pb_text][et_pb_text module_class=&#8221;post-txt artistTextBlocks&#8221; _builder_version=&#8221;4.9.0&#8243; hover_enabled=&#8221;0&#8243; border_style=&#8221;solid&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><strong>Urban sound paths: (re)compose active listening territories<br \/>Philippe Franck<\/strong><\/p>\n<p>Through various works and events of sound art (including the international festival of sound arts City Sonic-Belgium) crossed with a selection of philosophical references, it is, after a brief historical reminder of what covers the notions of &#8220;sound art \u201d\/ art (s) sound (s) and active listening, to analyze different modes of\u201c drift \u201d,\u201c route \u201d,\u201c stroll \u201d,\u201c geolocation \u201d\u2026 and other types of movement in and between urban spaces that the \u201clistening walker\u201d (Michel Chion) is invited to pace with his ears wide open.<\/p>\n<p>Among the issues \/ questions discussed here:<\/p>\n<ul>\n<li aria-level=\"1\">How can these interventions \/ sound flows recompose \/ re-territorialize (Gilles Deleuze \/ F\u00e9lix Guattari) the space invested?<\/li>\n<li aria-level=\"1\">How does abstract (Henri Lefebvre) or mental space become, through a constellation of re \/ singularized places, a metamorphosed\/repoetized space and of artistic connection \/ revisitation?<\/li>\n<li aria-level=\"1\">How does sound creation redefine, in a given space \/ time, a territory in active listening?<\/li>\n<li aria-level=\"1\">How do digital technologies modify our \u201cpsychogeographies\u201d (Guy Debord) and are the instruments of new interactive, immersive, participatory, augmented cartographies \/ constellations\u2026?<\/li>\n<\/ul>\n<p>How do these moving sound arts, in their aesthetic, formal and technological diversity, create &#8220;temporary zones of autonomy&#8221; (Hakim Bey) within the city?<\/p>\n<blockquote>\n<p><strong>Philippe Franck<\/strong><\/p>\n<div class=\"full-width-text spb_content_element col-sm-9 ph-bio spb_text_column\">\n<div class=\"spb_wrapper clearfix\">\n<p>Art historian, essayist and art critic, sound and intermedia producer\/creator,\u00a0 Philippe Franck (BE\/FR) is the artistic director and founder of Transcultures (since 1996). He is the founder and director of <a href=\"http:\/\/www.citysonic.be\/\">the international sound art festival City Sonic<\/a> (since 2003) and <a href=\"http:\/\/transnumeriques.be\/\">Les Transnum\u00e9riques<\/a>, digital arts &amp; cultural biennale (since 2005). Since 2018, he is also the general director of the <a href=\"http:\/\/pepinieres.eu\" target=\"_blank\" rel=\"noopener\">European Pepinieres of Creation<\/a> (international network).<\/p>\n<p>He has curated many sound\/multimedia\/interdisciplinary exhibitions, events and festivals in Belgium, France and abroad.\u00a0He also teaches on digital arts at the At School of <a href=\"http:\/\/www.stluc-bruxelles-esa.be\/\">Saint-Luc<\/a> (Brussels) and sound creation at the Royal Academy of Fine Arts of Brussels and Arts2 (Mons).<\/p>\n<p>He has produced or participated in numerous discs (on various labels including Sub Rosa, Optical Sound, Transonic), directed several collective works on contemporary \/ electronic music, interdisciplinary, digital and \/ or sound creation (notably at La Lettre Vol\u00e9e editions ) and writes regularly as a critic in several Belgian, French and Quebec journals.<\/p>\n<\/div>\n<\/div>\n<p>Since 2018, he has also been director of the European Pepinieres of Creation, an international network promoting mobility and professionalization for contemporary artists.<br \/><a href=\"http:\/\/philippefranck.eu\" target=\"_blank\" rel=\"noopener\">philippefranck.eu<\/a><\/p>\n<\/blockquote>\n<p>&nbsp;<\/p>\n<p>[\/et_pb_text][et_pb_toggle title=&#8221;HyperUrbain.8 (HU8)&#8221; _builder_version=&#8221;4.9.0&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><strong>Technologies de l\u2019Information et de la Communication en Milieu Urbain<br \/><\/strong>Th\u00e9matique invit\u00e9e : le num\u00e9rique au service de la cr\u00e9ativit\u00e9 et de l\u2019innovation territoriale<\/p>\n<p>Dans la continuit\u00e9 des pr\u00e9c\u00e9dentes \u00e9ditions d\u2019Hyperurbain, nous voulons continuer \u00e0 interroger les mutations territoriales par les technologies num\u00e9riques, toujours selon une perspective pluri ou inter disciplinaire. Cette fois la question \u00e0 laquelle les contributions attendues essayeront de r\u00e9pondre est celle de la cr\u00e9ativit\u00e9 et de l\u2019innovation territoriale par le num\u00e9rique.<\/p>\n<p>Depuis plusieurs ann\u00e9es d\u00e9sormais, les dispositifs num\u00e9riques sont inclus dans les politiques publiques, comme facilitateurs de la mise en place d\u2019une \u00e9conomie cr\u00e9ativit\u00e9. L\u2019\u00e9conomie cr\u00e9ative traduit la rencontre entre arts, sciences, technologies et industrie. En favorisant la transversalit\u00e9 entre secteurs d\u2019activit\u00e9, elle stimule l\u2019innovation et la comp\u00e9titivit\u00e9 en mati\u00e8re d\u2019offre de produits et services. Le concept de cr\u00e9ativit\u00e9 ne se limite pas seulement aux industries culturelles, cr\u00e9atives et de la communication, mais il concerne aussi les politiques de d\u00e9veloppement et d\u2019am\u00e9nagement des territoires. Dans ce cas, la cr\u00e9ativit\u00e9 se traduit par la mise en place d\u2019actions diverses\u00a0: communicationnelles, organisationnelles, technologiques, artistiques, culturelles, urbanistiques, etc. ayant l\u2019objectif de r\u00e9duire les in\u00e9galit\u00e9s spatiales et soci\u00e9tales, et d\u2019inciter \u00e0 une forme d\u2019adh\u00e9sion de la part des citoyens, via par exemple des plateformes d\u2019interm\u00e9diation.<\/p>\n<p>Les nouvelles repr\u00e9sentations construites par les acteurs du territoire, dans le cadre de la mise en place des politiques publiques, nous poussent \u00e0 nous interroger sur la production de ces repr\u00e9sentations, sur leur diffusion via les dispositifs num\u00e9riques et sur leur r\u00e9ception.<\/p>\n<p>L\u2019objectif de ces repr\u00e9sentations, au sens de mise en r\u00e9cit et mise en forme des actions men\u00e9es sur et pour le territoire, est celui de v\u00e9hiculer une certaine image de marque du territoire, afin d\u2019en accro\u00eetre l\u2019attractivit\u00e9, la coh\u00e9rence et la coh\u00e9sion sociale. Nous vous renvoyons ici aux \u00e9tudes sur les repr\u00e9sentations m\u00e9diatiques des territoires (Noyer et alii, 2013\u00a0; Laudati, 2014, 2017, 2020), sur l\u2019intelligence territoriale (Bertacchini, 2010), sur la relation des politiques publiques \u00e0 la cr\u00e9ativit\u00e9\u00a0(Bouquillon et alii, 2015), sur les digital humanities et les digital studies (Cormerais et alii, 2016\u00a0; Stiegler, 2014\u00a0; Veyrat et alii, 2018 ; Zreik, 2010, 2012), ainsi qu\u2019aux concepts de la communication politique et engageante (Bernard, 2015\u00a0; Dacheux, 2016) et du marketing territorial (Proulx et al., 2006).<\/p>\n<p>Comment le num\u00e9rique peut-il aider \u00e0 penser la coh\u00e9sion sociale et la coh\u00e9rence territoriale\u00a0? Comment peut-il permettre aux diff\u00e9rentes parties prenantes de cr\u00e9er, d\u2019affirmer ou r\u00e9affirmer l\u2019identit\u00e9 territoriale (que ce soit en mati\u00e8re d\u2019\u00e9ditorialisation de contenus ou bien de r\u00e9ception m\u00eame de ces contenus)\u00a0? Comment les outils num\u00e9riques peuvent aider \u00e0 mieux ma\u00eetriser la masse de donn\u00e9es et d\u2019informations sur le territoire\u00a0?
